However, it's unnecessary (and probably detrimental) to lubricate between the fan and the bracket as this guy does. I'd just add a drop or two of sewing machine oil or similar on the bearing. This can be caused by another electronic device being too close, or the aid feeding back on itself. Cup your palm and move it fairly rapidly to cover your ear - this is the HA feeding back on itself.
