You don’t have any cooldowns to “manually fill” the cloudburst with. Just spamming healing wave or surge or chain heal to fill it up is not fun per say. This could be changed in two ways:

Instead of using big heals you use normal efficient ones and use the totem as extra efficiency. The second is in back to back/long damage burst situations. outside that it's a tech talent
WebTalent into Cloudburst and drop it basically on cooldown during pulls, and especially make sure it's out before you pop ascendence. The amount of basically passive aoe healing it puts out is so worth it. I hardly ever cast chain heal.
